Recommendations SES FAB Workshop Kyiv 8-9 June 2011

A two day Workshop has been organised by the State Aviation Administration of Ukraine (SAA) in coordination with the EU Delegation in Ukraine to discuss the SES/ FAB principles and implementation. Speakers from the EC/DGMOVE, EUROCONTROL, EU member States, ANSP’s and airlines presented their perspective on the subject. The objective of the Workshop, attended by Authorities, Air Navigation Service providers, airports and airlines from Ukraine, Belgium, Denmark, Moldova, the Netherlands, Poland, Switzerland and Turkey was to discuss and address the impact the implementation of the Single European Sky and Functional Airspace Blocks on EUROCONTROL Non- EU member States.

The Workshop agreed to present to the European Commission, EUROCONTROL and participating Authorities the following recommendations:

1.The Workshop recommends that due consideration be given to the active involvement of EUROCONTROL Non-EU Member States in SES governance structures (E.g. SSC, NMB) and advisory forums ( e.g. NSA coordination platform) on the basis of mutual commitment  towards the implementation of the SES by EUROCONTROL Non-EU Member States.

2.The Workshop notes the concerns expressed by several NSAs about their shortage of human and financial resources and recommends that the European Commission, EUROCONTROL and Regulators take note on this issue.

3.The Workshop noted that EUROCONTROL Non-EU Member States are welcome to contribute to the definition of the Safety KPI’s of the SES in line with the general principle of ensuring and improving Pan-European safety. The Workshop recommends that the setting of Pan-European performance targets take into account the specific economic, legal and operational situation of Non-EU member States.

4.The Workshop recommends that a gap-analysis and prioritization be performed by EUROCONTROL for the Non-EU EUROCONTROL Member States of the SES legislation, procedures, specifications, required resources, performance level and targets, etc., with a view to supporting their smooth and gradual integration into the SES.

5.The Workshop recommends a harmonised implementation of safety oversight programmes and an integration of the EUROCONTROL ESIMS programme with the EASA safety oversight programme and to define a roadmap for Non-EU Member States.

6.The Workshop recommends that EUROCONTROL, through its reform, continue to provide active support to Non-EU Member States and ensure the allocation of sufficient resources to this effect. EUROCONTROL should maintain its regulatory functions with a view to developing a Pan-European network and foster the extension of the applicability of the SES legislation, or the provision of suitable equivalents, and means of compliance.

7.The Workshop recommends that the European Commission plays a facilitating role in relations between the SES States and neighbouring States with a view to promote Pan-European interests.

8.The Workshop recommends that European Non-EU airlines should have similar rights and opportunities as EU airlines to participate in the SES initiatives.

9.The Workshop noted that civil-military coordination is a key enabler for FAB implementation in particular for the SES performance.

10.The Workshop recommends that the European Commission considers launching similar programmes as ISIS (Implementation of the Single European Sky in the South East Europe) for the Non-EU Member States.
