1. All international flights into Ukraine, from Ukraine or over the territory of Ukraine have regulation by valid rules and legislation of Ukraine, which are indicated in section GEN 1.6.
These rules, in general, meet the standards and recommended practice of Annex 9 to the ICAO Convention. Differences are indicated in section GEN 1.7 of AIP.
2. All aircraft, which carry out the international flights into Ukraine or from Ukraine, have to do the first landing or the latest take off at/from the international airdrome of Ukraine with customs, immigration control, quarantine and border service units (section AD 1.3).
3. Flights of foreign aircraft operators to other airdromes of Ukraine have to be carried out with Ukrainian navigator on board (see subsection GEN 4.1.6), excluding aircraft operators of CIS countries.
4. The State Aviation Administration issues permission to carry out international flights within the airspace of Ukraine.
1. General
1.1. Foreign aircraft operators may carry out regular international flights
2. Document requirements for aircraft registration
2.1. Foreign aircraft operators, upon arrival into Ukraine or before departure from the aerodromes of Ukraine, must produce for control aircraft documents, which are indicated in article 29 of Chicago Convention (ICAO).
All documents must be in accordance with standard format of ICAO (appendixes of Annex 9, ICAO), in Ukrainian, English and/or Russian languages. Visas are not required for attaching to the above-mentioned package of documents.
The General declaration must be produced in 4 copies. One approved copy of the General declaration is given back by custom's office to aircraft operator. That means, that custom's control is provided.
3. The order of permission provision for aircraft operators to carry out international regular flights into Ukraine or departing from Ukraine.
3.1. In order to approve a timetable for carrying out of regular international flights into Ukraine (from Ukraine), foreign aircraft operators must submit an application in free form to State Aviation Administration with detailed specification of aviation transportation. In addition to the application the following documents must be submitted:
3.2. If other order is not prescribed by intergovernmental agreements on air communication, the application must be sent not later than 45 calendar days before the beginning of planned flights.
Before submission of the application to the State Aviation Administration, aircraft operator has to co-ordinate with the airport for planned aircraft landing (take-off) "slots", technical, commercial and other types of service. The application must be addressed to:

Night-stop right at international airport "Kyiv Boryspil” during period from 00.00 till 06.00 local time for the foreign carriers operating scheduled flights can be granted by agreement on this matter between Aeronautical Authorities of Ukraine and corresponding foreign country.
3.3. In case aircraft operator places some changes to the timetable, the last ones are to be approved by the State Aviation Administration.
In this case, information regarding the changes of traffic frequency has to be submitted for approval not later than 15 calendar days before such changes will come into effect.
3.4.The State Aviation Administration submits to the aircraft operator- applicant the message about timetable approval not later than 20 calendar days, and in case of timetable changes - not later than 7 days before the beginning of planned flights.
3.5.In accordance with the timetable approved by the State Aviation Administration, aircraft operators shall submit RPL(s) to the IFPS of Eurocontrol in compliance with the requirements indicated in subsection ÅNR 1.10.1 of AIP Ukraine.
3.6.When using an alternative route for regular flight, aircraft operator has to submit FPL to IFPS Eurocontrol in compliance with the requirements indicated in subsection ÅNR 1.10.1 of AIP Ukraine.
4. In case of necessity to carry out additional flight (single):
Foreign aircraft operator submits the application to the State Aviation Administration. The State Aviation Administration informs the aircraft operator not later than at 16.00 of the local time on the eve of the day of flight carrying out about taken decision.
5.Aircraft operators are entitled to carry out regular international flights into Ukraine after reception of confirmation from the State Aviation Administration about approval of timetable and confirmation from IFPS of Eurocontrol about reception of RPL list only.
GEN 1.2.3 Non-scheduled Flights

or through diplomatic channels (through Ministry of Foreign Affairs of Ukraine in accordance with the requirements items 2.1, 2.2) in English or in Ukrainian languages.
Charter flights operating by foreign carriers with commercial only rights from the points on the territory of Ukraine or inside Ukraine are permitted only in case of Ukrainian carriers' refusal of this transportation and State Aviation Admistration co-ordination.
1.2. The application to carrying out of non-regular international flight must be submitted by the aircraft operator not later than:

A. Name and details of aircraft operator, which carries out the flight (address, telephone, fax).
B. Type of aircraft, maximum take-off weight (MTOW), registration number (call-sign).
Ñ. Departure date, flight number (aircraft identification index), the last airport before the entrance into the airspace of Ukraine and estimated time of departure.
D. Arrival date, international airport of the first landing in Ukraine and estimated time of arrival.
E. Entry point into FIR of Ukraine and route up to the first landing at
international airport of Ukraine.F. In case of flight carrying out within FIRs of Ukraine:
- flight date, flight number (aircraft identification index), the airport of departure and estimated departure time, the airport of arrival and estimated time of arrival.
G. Route of the flight within FIRs of Ukraine.
Í. Date, return flight number (aircraft identification index), airport and
estimated time of departure from Ukraine.
I. Exit point from FIR of Ukraine, flight route within FIRs of Ukraine.
J. The airport of the first landing outside Ukraine and estimated time of landing.
K. Purpose of flight, aircraft loading that is planned through the route segments: number of passengers, passengers' status (if delegation - receiving/sending body, phone, fax); cargo nature and quantity (if charter - freight forwarder/consignee, phone, fax); for payment or by rent.
L. Information regarding insurance policy of obligatory responsibility insurance before third parties.
M. Armament, photo equipment and other military devices on board of aircraft.
N. Additional information.
O. Surname of the responsible person, contact telephone, faxes.
Annotation: the State Aviation Administration is entitled to require any additional information about planned flight.
2. The application to carry out non-regular flights with official delegations, flights of state aircraft, and also cargo transportation of military purpose and dangerous cargo or commodities of double use shall be submitted by foreign operator through diplomatic channels by means of note submission to the Ministry of Foreign Affairs of Ukraine in the terms stated in item 1.2.
2.1. Planning the carrying out of flights with State officials (governments), in order to determine the order of use of airspace of Ukraine and in order to provide the flight to destination airports, the application must include the following additional information:

3. Term of permission given to operator for the arrival (departure) does not exceed 48 hours from time of planned flight. A number of permission is to be indicated in the field 18 of FPL.
3.1. Information about any data changes of flight plan, as well as postponement of the flight to the next day, must be reported, as soon as possible, in accordance with requirements stated in the subsection ÅNR 1.10.3 of AIP Ukraine. Additionally, the reports must be addressed to Ukraerocenter (UKKKZDZX) and State Aviation Administration (UKKACAXX, UKKACGXX).
4. First landing of Commonwealth of Independent States (CIS), foreign operators' aircraft that arrive in Ukraine is possible only at international airports.
4.1. Carrying out the flights in airports of Ukraine, that do not have international status, aircraft operator (see GEN 1.2.1.3.) has to execute landing at one of the international airports of Ukraine. To carry out further flight within the airspace of Ukraine non-CIS aircraft operators have to take on board the Ukrainian flight navigator-leader. The surname of ukrainian navigator-leader is indicated in State Aviation Administration permission.
4.2. As to necessity to carry out urgent sanitary flight, the following
information must be indicated additionally:
4.3. In case of private foreign aircraft arrival in Ukraine for the duration of time exceeding 2 days, aircraft operator should submit an application, completed to the requirements of paragraphs 1.2, 1.3 GEN 1.2-3 and provide additional information:
In case of commercial flight operation aircraft operator along with application should submit exemplification of license, that complies with the purpose of visit.
